To thoroughly implement the provincial and municipal decisions and arrangements regarding work safety, effectively advance the implementation of all work safety requirements, and ensure that the enterprise’s work safety situation remains stable and continues to improve, on May 28, Comrade Xu Zhiyong, Member of the Party Committee and Second-Level Inspector of the Hangzhou State-owned Assets Supervision and Administration Commission, led a delegation to Zhejiang Huafeng Paper Technology Co., Ltd. (hereinafter referred to as “Huafeng Technology”) to conduct a special work safety inspection and carry out an in-depth investigation into the enterprise’s operations and development. Lu Wugu, Member of the Party Committee and Deputy General Manager of Hangzhou Industrial Group, along with Xu Xianjun, Party Committee Secretary and Chairman of Huafeng Group, and other members of the leadership team accompanied the inspection and participated in the symposium.

The inspection team first visited the production workshops to conduct on-site inspections of the operational status of production equipment, the provision and maintenance of safety facilities, the placement of risk warning signs, the accessibility of fire exits, and the on-site working environment. The inspection team inquired in detail about the implementation of the enterprise’s work safety accountability system, the operation of the hidden hazard identification and rectification mechanism, the frequency and effectiveness of emergency response drills, and the conduct of employee safety education and training.

Following the on-site inspection, the inspection team presided over a special symposium. Xu Xianjun, Party Committee Secretary and Chairman of Huafeng Group, reported to the inspection team on behalf of Huafeng Group regarding the company’s work safety efforts and production and operations. After listening to the report, Xu Zhiyong commended Huafeng Group for overcoming internal and external pressures and achieving positive results in stabilizing growth, pursuing innovation, and promoting development. He pointed out that, as a leading enterprise in the industry, Huafeng must demonstrate a sense of responsibility, take proactive measures, and fully play its role as a “pillar” and “stabilizing force.” He also put forward four specific requirements regarding work safety:
1. Raise awareness and reinforce the chain of responsibility. The company must deeply recognize the importance of workplace safety and consistently prioritize it above all else, before all else, and more than anything else. It must resolutely overcome complacency, a mentality of taking chances, and lax attitudes, and firmly establish the philosophy that “ensuring safety means ensuring development, and safeguarding safety means safeguarding profitability.” Safety responsibilities must be broken down at every level and assigned in detail to every workshop, every work team, every position, and every employee, forming a closed-loop management system where each level oversees the next to ensure implementation at every stage.
2. Deepen special campaigns and comprehensively address safety hazards across all areas. Conduct a thorough, “grid-style” inspection of all areas, all processes, all equipment, and all personnel, leaving no blind spots or gaps. Adhering to the principle that “a hidden hazard is an accident,” we must establish a detailed inventory of all identified issues and hazards, clearly defining the responsible parties, corrective measures, deadlines for rectification, and emergency response plans, and implement a system for tracking and closing out items. At the same time, we must focus on seasonal risks such as high summer temperatures and the flood season, conduct targeted emergency drills, stockpile flood-prevention supplies in advance, and strictly enforce duty and on-call systems during severe weather.
III. Grounded in Enterprise Reality, Closely Monitor Control in Key Areas. Adhere to the principle of “one policy per enterprise, precise measures,” and systematically identify and assess various safety risk points by closely integrating the characteristics of the industry, production processes, equipment and facilities, and the work environment. Strictly enforce safe operating procedures and resolutely eliminate the “three violations”—unauthorized commands, non-compliant operations, and violations of labor discipline.
IV. Plan effectively for Work Safety Month and build a comprehensive safety defense involving all employees. Seize the opportunity presented by the national “Work Safety Month” to systematically plan and meticulously organize a series of awareness campaigns and practical activities centered on the theme “Everyone Emphasizes Safety; Everyone Knows How to Respond to Emergencies”—activities that are grounded in reality, relevant to specific job roles, and tailored to employees’ needs. Use these activities as a platform to routinely conduct training and emergency drills, thereby comprehensively enhancing employees’ awareness of safety risks and their ability to handle emergencies.
Xu Xianjun of Huafeng Group expressed his sincere gratitude to the inspection team for their thorough assessment and thoughtful guidance. He pledged that the entire Group would immediately organize the dissemination and study of the four requirements put forward by Comrade Xu Zhiyong, formulate implementation plans item by item, ensure that responsibilities are assigned to specific individuals and measures are fully implemented, effectively promote the coordinated advancement of work safety and production operations, and spare no effort to achieve dual improvements in Huafeng Group’s safety management and operational efficiency.
At the conclusion of the meeting, Lu Wugu of Hangzhou Industrial Group expressed gratitude on behalf of the group for the long-standing care and guidance provided by the Municipal State-owned Assets Supervision and Administration Commission. He affirmed that the group would resolutely implement all requirements put forward by the inspection team and approach all work related to workplace safety with a sense of responsibility characterized by “constant vigilance,” ensuring meticulous and thorough execution. At the same time, the group will spare no effort in advancing production and operations to ensure the successful completion of all annual targets and tasks, thereby making greater contributions to promoting high-quality corporate development and serving national strategies as well as economic and social development.
